Landscaping Help – need to cover a large hill with mulch in zone 5 / 6?

Hello. I live in St. Louis, MO and have a 5,000 square foot hillside I need to cover. At present, it is completely covered with mulch. I would like to start the mulch and plant some ground cover to give a better appearance to the slope. The hill is in full sun and I'm looking for something with very little maintenance. Without breaking the bank, any suggestions? Thanks!

I agree with Glen T. …. Juniper grows a little it would be good …. Last year we did landscape work for a client who had a hill to your garden … blue rug juniper plant Phlox reptiles and mixed in around the bottom. (I'm in Zone5-6)
